Notice is hereby given that the City of North Little Rock’s Commerce Department will receive sealed proposals until on the following:

 

INSPECTION OF AND RECOMMENDATION OF REHABILITATION/UPGRADES TO HVAC UNITS AND INSTALLATION OF AIR PURIFICATION SYSTEMS TO PREPARE FOR, RESPOND TO, AND PREVENT SPREAD OF COVID-19

 

 

 

1.           NOTICE TO PROPOSERS

 

  1. There is a mandatory pre-bid meeting for all potential Proposers scheduled for September 23, 2021 at 8:30 AM at the North Little Rock Community Center, located at 2700 Willow Street, North Little Rock, AR 72114. Sealed bids.
  2. Sealed proposals for the INSPECTION OF AND RECOMMENDATION OF REHABILITATION/UPGRADES TO HVAC UNITS AND INSTALLATION OF AIR PURIFICATION SYSTEMS TO PREPARE FOR, RESPOND TO, AND PREVENT SPREAD OF COVID-19 will be received by the City of North Little Rock, by 10:00 AM on Thursday, October 14, 2021. Proposals must be received by the Commerce Department BEFORE the date and hour specified. All proposals will be publicly opened and read aloud. Any bids not submitted on time will be returned unopened. Proposals may either be mailed or hand-delivered to:

2.           SCOPE OF WORK

 

The Proposer shall complete all work as specified or indicated in the Request For Proposal (RFP). The RFP is available for review at www.nlr.ar.gov (Click on the tab “Business”, “Bids and Vendors”, and then click on “Current Bids”). The work is generally described as follows:

 

  • Check units for operation, model numbers, unit type and status, refrigerant type, and unit and duct measurements for air purification sizing;
  • Determine what type of air purification system is most efficient to prevent, prepare for, and respond to the spread of COVID-19, and is most economical for the City to maintain after installation;
  • Determine whether a building unit needs central control systems, or if there is a central control system, whether it is operative;
  • Check, if applicable, chiller, boiler, cooling tower, Chw Pumps, Hw Pumps;
  • Develop plan to either repair or replace HVAC/chiller/boiler systems, and installation of air purification systems, optimizing ventilation and air flow to decrease risk and vulnerabilities of spreading COVID-19.
  • Check units for hail guards or hail protection needs;
  • Determine number of zones in each building;
  • The Proposers will follow ASHRAE Guidance Documents on Infectious Disease aerosols; and;
  • The Proposers shall provide all labor, materials, supervision, tools, transportation, and equipment necessary to complete the Work.
  • The Proposers shall complete all activities in reference to this project by Thursday, November 11, 2021, 10:00 A.M.

 

Work includes all labor, materials, equipment, supplies, and incidental items necessary to complete the project in conformance with the plans and specifications as more fully set forth in the Contract Documents attached hereto and incorporated herein as Exhibit “A” (the “Project”).

              Proposers may inspect facilities (listed below) of their choice on September 23, 2021 from 8:30 AM to 5:00 PM, and may inspect each or all facilities.

4.           THIS IS A FEDERALLY FUNDED PROJECT

 

This is a federally assisted project and is funded in whole or part by the Community Development Block Grant-Coronavirus Response (CBDG-CV). Applicants must comply with all applicable Federal, State, and City statutes, rules, regulations, and record-keeping requirements, including, but not limited to Davis-Bacon Act and Section 3. See RFP for further guidance.

  1. Hay una reunión obligatoria previa a la licitación para todos los proponentes potenciales programada para el 23 de septiembre de 2021 a las 8:30 AM en el North Little Rock Community Center, ubicado en 2700 Willow Street, North Little Rock, AR 72114. Ofertas selladas.
  2. II.
