CHILDREN AT PLAY SIGNAGE
Do "Slow Children at Play" signs provide protection for children?
Unfortunately, the answer to this question is no!
Studies have found that these warning signs are not effective in reducing the number of speeding motorists. Further, there are issues associated with those signs.
- Potential attraction of child predators
- The signs may insinuate that it's okay for children to play in the street. But the street is not a safe place to play.
- "Children at Play" signs may give children and parents a false sense of security.
- These signs are not listed in the MUTCD (Manual on Uniform Traffic Control Devices) and are therefore, non-compliant with Federal Regulations

STOP SIGNS FOR SPEEDING
Federal Regulations Title 23: Highways Part 655.603, states that the Manual on Uniform Traffic Control Devices, "is the national standard for all traffic control devices installed on any street, highway, or bicycle trail open to public travel..."
Section 28.04, paragraph 05 of this document states that "YIELD or STOP signs should not be used for speed control."

SPEED LIMIT SIGNS
Can the posted speed limit on our street be reduced to slow down speeding drivers?
It is a common myth that posting a lower speed limit sign will force drivers to slow down. Unfortunately, these speeding drivers are already ignoring the posted speed limit. To reduce the speed will only create conflict with a variety of speeds being traveled at the same time.
Who enforces speed limits?
Speed limits are enforced by the law enforcement agency having jurisdiction over the specific roadway, including State, County, and City Agencies.

NO DUMPING SIGNAGE
The act of "Dumping" is illegal within the city limits. Posting signage stating this could be misunderstood that dumping is allowed where signing is not posted.
City of North Little Rock Ordinance Sec. 90-3. - Unlawful deposits.
It shall be unlawful for any person to place, deposit, discard, or otherwise cause to be put, brush, garbage, rubbish, or any other type of waste, on any outside premises within the city, whether public or private, in such a manner as to cause insanitary, unsightly, or unhealthy conditions, except at such places as are, have been, or shall be designated by the director and except in accordance with other provisions of this chapter. The term "outside premises" shall be construed to include streets, alleys, sidewalks, ditches, yards, lots, fields, streams, and exterior portions of buildings.
Signing will not deter those who violate the law. Report violators to North Little Rock?
